Every tech company should established a presence in countries all over the world to employ the best and the brightest of each country. Most of the time, also more economical. At the same time, established a presence and promote the brand name for consumers.
Tech companies could hired as many tech talents all over the world as their heart's content.
For the locals, they don't have to leave their family, friends, foods and culture, while making a good living. And if they decided to come to the West, they are now trained and ready to work.

It is important for Americans to understand these 1st gen Asians grew up in Asia, shared the same political affiliation as Trump, MAGA, Proud Boys, etc as they were the ruling class in their homeland. Not every one in their homeland could afford to send their kids to college.
To curtail illegal immigration:
One must understand why. For those who are seeking a job to build a better live, I had suggested back when Obama appointed Joe Biden to solve the immigration problem, to build a special economic zone such as China's Shenzhen established in the 1980; in South America and Africa. Expand as needed in the future.
